Bedford Borough Council appeal findings

How Bedford proposals affected character and appearance

The selected examples include a dismissed side extension with only a conclusion, limiting the explanation available for that proposal.

Counted against appeals

Visible garages and harm to Bedford character

  1. Visibility broke the building line

A garage above the rear fence was highly visible on approach, disrupting the building line and open character of a prominent corner plot.

  2. Garage block dominated the bungalow site

Its scale and design made the garage block larger than the modest bungalow, not subservient, and out of keeping with the site and surrounding area.

  3. Side extension: harm only

For the side extension, the extract records only the conclusion: harm to the area’s character and appearance.

Helped or needed

Siting, scale and nearby patterns in Bedford

  1. Nearby corner fences were comparable

The fence was comparable to nearby corner-plot fencing in material, height and highway position, and complemented the established staggered pattern.

  2. Garage related to nearby buildings

The allowed garage was well related to nearby buildings in siting, scale and design, and did not unduly encroach into open countryside.

Your refusal notice

Check these details

  1. Does the refusal identify visibility above a boundary fence or a broken building line?
  2. Is your proposal subservient to the existing home in scale and design?
  3. Can you show nearby development with comparable siting, height, materials or design?

The selected examples do not show the full reasoning behind the dismissed side-extension conclusion. These decisions do not predict another result.

    6 March 2026 · Allowed

    Development described in the decision

    new boundary fence.

    Issue identified by the Inspector

The main issue is the effect of the proposed development on the character and appearance of the surrounding area.

    Paragraph 3 · Source page 1

    Reasoning from the decision

Even so, I am satisfied that the openness and character of the area would not be materially diminished. This is because it is evident from my observations on site that the proposed fence would be comparable to fencing which surrounds the gardens on a number of corner plots in the vicinity in terms of materials, height and proximity to the highway. [name] do not have full details of those cases before me, the fencing, nevertheless, forms part of the character and appearance of the area and complements the established staggered pattern of development. The existing fencing within the local area also demonstrates that fencing, such as that proposed, can respect the character and appearance of the area without having a detrimental impact.

  2. 3297299

    7 July 2022 · Allowed

    Development described in the decision

the erection of a domestic double garage for the storage of vehicles and workshop space.

    Issue identified by the Inspector

The main issue is the effect of the development on the character and appearance of the area.

    Paragraph 3 · Source page 2

    Reasoning from the decision

I find therefore that the garage, which would be well related to the existing built development in the immediate vicinity in terms of siting, scale and design, would not appear as a visually incongruous feature in this location. Furthermore, the building would not unduly encroach into the open countryside and would therefore safeguard the character and beauty of the countryside. As a consequence, the proposal would be acceptable in terms of its effect on the rural character and appearance of the area.

  1. 6006526

    18 May 2026 · Dismissed

    Development described in the decision

    the erection of a garage.

    Issue identified by the Inspector

The main issue is the effect of the proposed development on the character and appearance of the area.

    Paragraph 2 · Source page 1

    Reasoning from the decision

Despite the slightly lower land levels within the appeal site, the garage’s position and height mean it would project noticeably above the boundary fence located to the rear of the proposed garage and would be highly visible when approaching along [address]. Consequently, its presence would harmfully disrupt the established building line and erode the open character of this prominent corner plot. This would be to the detriment of the character and appearance of the area. It follows that a condition to protect existing landscaping would not be sufficient to remedy the harm either.

  2. 3312680

    13 February 2023 · Dismissed

    Development described in the decision

described as new replacement detached garage block with storage over.

    Issue identified by the Inspector

The main issue in this appeal is the effect of the proposed development on the character and appearance of the area.

    Paragraph 2 · Source page 1

    Reasoning from the decision

The proposed development would introduce a building substantially larger than the modest bungalow on the site. Due to the scale and design of the proposed garage block it would not be subservient to the existing property and dominate the site. The proposed development would be out of keeping with the site and would be an incongruous to the surrounding area.

    Paragraph 5 · Source page 1

  3. 3288674

    7 July 2022 · Dismissed

    Development described in the decision

a single-storey side extension with abutment roof light to existing building.

    Issue identified by the Inspector

The main issue is the effect of the development upon the character and appearance of the surrounding area.

    Paragraph 4 · Source page 1

    Reasoning from the decision

In light of the above, I find that the proposal would give rise to harm to the character and appearance of the area. It therefore conflicts with those aims of policies 28, 29 and 30 of the Bedford Borough Local Plan 2030, which seek to promote high quality design which makes a positive contribution to place making and the quality and character of an area, and para 130 of the Framework.
