Bedford Borough Council appeal findings
Bedford parking plans and forward vehicle exits
One selected dismissed example gives only a conclusion and says the appeal failed on character and appearance.
Counted against appeals
Missing parking and tracking evidence
No parking capacity plan
The car-wash and repair proposal had no parking plan to show capacity or how spaces would be allocated.
No forward-exit tracking
No tracking details showed that vehicles could enter and exit in forward gear, amid likely extra traffic and on-street parking.
Parking and manoeuvring concern
The bungalow extract concludes that parking and manoeuvring raised highway-safety concerns, but gives no underlying analysis.
Helped or needed
Parking evidence and safe access
Adequate parking evidence
Evidence showed adequate parking could be provided without unacceptable extra on-street demand or harm to traffic flow.
Safe access conclusion only
The care-home extract concludes that highway safety and accessibility were acceptable, but gives no site-specific access evidence.
Your refusal notice
Check these details
- Does the refusal identify missing parking capacity or space-allocation evidence?
- Do your drawings show vehicles entering and leaving in forward gear?
- Could on-street parking or manoeuvring disrupt traffic near the site?
The selected care-home extract gives an accepted conclusion but not the supporting parking or access details. These decisions do not predict another result.

26 May 2026 · Allowed
Development described in the decision
demolition of the existing buildings and redevelopment for a 65-bed care home and associated access, parking and landscaping.
Issue identified by the Inspector
The main issues for both appeals are the effect of the proposed development on: (a) the character and appearance of the area; (b) highway safety and accessibility; and (c) parking provision.
Paragraph 6 · Source page 2
Reasoning from the decision
Concluding on this main issue, the proposed development would have an acceptable effect in terms of highway safety and accessibility. Therefore, it would accord with [name] HQ1, T1 and T2 and [name] 2S, 31 and 60. Amongst other things, these policies require proposals that are well connected and provide safe routes to encourage travel by sustainable modes including walking and promote accessibility, health and active living for all age groups. The development would also adhere to Section 9 of the NPPF which promotes sustainable transport and the provision of safe and suitable access for all.

16 April 2026 · Allowed
Development described in the decision
change of use from Class B8 (Storage or Distribution) to a mixed use comprising Class B8 (warehousing) and Class E(d) (Indoor sport, recreation or fitness (not involving motorised vehicles or firearms or use as a swimming pool or skating rink).
Issue identified by the Inspector
The main issues are: • The effect of the development on the key employment site; • Whether it has been demonstrated that a sports facility is suitable, having regard to the location and need for the development; and, • The effect of the development on the availability of parking provision, the free-flow of traffic, highway safety and the operations of the key employment site.
Paragraph 5 · Source pages 1, 2
Reasoning from the decision
Drawing all of the above together, satisfactory evidence has been provided to demonstrate that adequate parking provision can be provided and does not lead to unacceptable additional demand for on-street parking that causes adverse harm to the free flow of traffic, highway safety or the operations of the key employment site. Accordingly, the development complies with Local Plan Policies part viii. of Policy 29, part i. of Policy 31, part iii. of Policy 70 and part iii. of Policy 97. These policies, amongst other things, require development to not have an unacceptable impact on the operation of the employment area and have no adverse effect on the highway.

10 June 2026 · Dismissed
Development described in the decision
change of use from car-wash (Sui generis) to car-wash (Sui generis) and tyre, car repair and MOT shops (Use Class E(c)(iii) and (g)(iii)).
Issue identified by the Inspector
The main issues are the effect of the development on: • The character and appearance of the area; • Parking and highway safety; and, • The living conditions of nearby occupants with regard to noise.
Paragraph 6 · Source page 2
Reasoning from the decision
The development is therefore likely to give rise to both short-stay and longer-stay parking demand, as well as any parking requirements for staff. Although the site is large, no parking plan has been provided to demonstrate capacity or how spaces would be allocated. The site has two accesses, but no tracking details have been submitted to show that vehicles can enter and exit in a forward gear, which raises highway safety concerns given the likely increase in traffic and on-street parking along [site address] .
Paragraph 12 · Source page 3
10 February 2025 · Dismissed
Development described in the decision
extensions to front sides and rear including raising the roof to form a chalet style bungalow, modifications include associated internal alterations and to include integral garage.
Issue identified by the Inspector
The main issues are the effect of the development upon: • the character and appearance of the area and • highway safety.
Paragraph 2 · Source page 1
Reasoning from the decision
As to highway safety I consider there would be a degree of conflict with Policy 31 (i) of the BBLP due to concerns about parking and manoeuvring. Whilst this does not attract significant weight in the circumstances described, I have determined that development proposed would unacceptably harm the character and appearance of the area, a matter which should attract significant weight. Consequently the proposal would conflict with the development plan as a whole and therefore, for the reasons given and taking all matters raised into account, the appeal cannot succeed.

8 August 2024 · Split Decision

Paragraph 5 · Source page 2

I conclude that the development would not harm highway safety.
