City of Bradford Metropolitan District Council appeal findings
Bradford street character: dormers, sheds, walls and garages
Several extracts give final conclusions rather than full site analysis, and the selected examples include more allowed appeals than the matched local set.
Counted against appeals
Dormers and a shed found harmful
Dormer discrepancies stood out
A prominent dormer drew attention to differences from other dormers on the estate and did not overcome the harm found.
Less setback increased presence
Different dormer locations and a side extension without the earlier setback gave the scheme greater presence and a more unbalanced effect.
The front-side shed was harmful
The Inspector concluded that the front-side outbuilding would harm the area's character and appearance.
Helped or needed
Walls and garages that avoided harm
The boundary wall avoided harm
Subject to conditions, the Inspector concluded that the retrospective boundary wall would not harm the surrounding area.
The garage was not discordant
The proposed garage and new access were found not to be discordant or harmful to the property and surrounding area.
Your refusal notice
Check these details
- Does your refusal identify a specific difference from nearby dormers?
- Does the refusal say a changed setback makes the proposal more unbalanced?
- Does the refusal call the building discordant with the property or street?
The selected examples cover walls, dormers, a shed and a garage, not every property change. These decisions do not predict another result.

Compare allowed and dismissed appeal reasoning
Each example separates the development, the Inspector-stated issue that selected it, and the reasoning from the decision. Compare the facts as well as the outcome: these examples do not predict how a different proposal would be decided.
Allowed appeal examples

12 June 2025 · Allowed
Development described in the decision
described as retrospective boundary wall.
Issue identified by the Inspector
The main issue is the effect of the development on the character and appearance of the surrounding area.
Paragraph 3 · Source page 1
Reasoning from the decision
I therefore conclude that, subject to conditions, the development would not harm the character or appearance of the surrounding area. As such, it complies with Policies DS1 and DS3 of the Bradford Core Strategy Development Plan Document (2017), which require development to be appropriate to their context in terms of scale, details, and materials.
Paragraph 8 · Source page 2
14 July 2022 · Allowed
Development described in the decision
described as “proposed detached private garage & formation of new vehicular access, drive & dropped kerb”.
Issue identified by the Inspector
The main issue is the effect of the proposal on the character and appearance of the appeal property and the surrounding area.
Paragraph 2 · Source page 1
Reasoning from the decision
Accordingly, the proposal would not be a discordant structure and would not have a harmful effect on the character and appearance of the appeal property and surrounding area. The proposal would be in accordance with Policies DS1 and DS3 of the City of Bradford Core Strategy Development Plan Document 2017 which seeks development proposals to contribute to achieving good design and high quality places, and be appropriate to their context in terms of layout, scale, density, details and materials. The proposal would also accord with the key aims of the SPD which includes seeking to ensure that proposals are well designed and compliment the character of the original property and the wider area.

Development described in the decision
outbuilding/shed to the front side of the property.
Issue identified by the Inspector
The main issue is the effect of the proposed development on the character and appearance of the area.
Paragraph 2 · Source page 1
Reasoning from the decision
Taking the above into account, I conclude that the proposed development would result in a harmful effect on the character and appearance of the area. Hence, it would conflict with Policies DS1 and DS3 of the Bradford District Core Strategy Development Plan Document, July 2017, which seek, among other things, that development should be informed by a good understanding of the site and its context and be appropriate to that context in terms of layout and materials.
Paragraph 10 · Source page 2
27 October 2022 · Dismissed
Development described in the decision
described as: Loft conversion with 2no. front facing pitched dormer windows and rear facing box dormer window.
Issue identified by the Inspector
The main issue in this appeal is the effect of the proposed development on the character and appearance of the area.
Paragraph 3 · Source page 1
Reasoning from the decision
The juxtaposition of the roof over the oriel and the proposed dormer would not, therefore, be inherently harmful to the character and appearance of the area. It would, however, be a prominent design feature that would serve to draw attention to the design discrepancies between the proposed dormers and the others on the estate. Consequently, this would not overcome the other harm that I have found.
Paragraph 16 · Source page 3
21 July 2022 · Dismissed
Development described in the decision
described as the retention of side extension and front and rear dormers.
Issue identified by the Inspector
The main issue in this case is the effect on the character and appearance of the area.
Paragraph 3 · Source page 1
Reasoning from the decision
I understand that permission has previously been granted for extensions to the dwelling. However, the location of the dormers was different and the side extension set back. As such, the current proposal would have a greater presence and be more unbalancing. For the reasons given, this proposal adversely affects the character and appearance of the area. This is in conflict with Policy DS1 and DS3 of the Core Strategy Development Plan Document (2017) which, amongst other things, seek development that contributes to good design and high quality places, being informed by a good understanding of the site, area and its context and create a strong sense of place. Even if I had determined the appeal based on the submitted plans and not what I saw has been built, the effects arising would have been the same as the main differences do not appear to relate to the form and shape of the development.
