City of Wolverhampton Council appeal findings

Wolverhampton extensions, side gaps and green-space crossings

The selected examples have a different outcome mix from the matched local set, and some dismissed extracts provide only final conclusions.

Counted against appeals

Wolverhampton extensions and green-space crossings

  1. Extensions found harmful

The Inspectors concluded that the proposed extensions harmed the area’s character and appearance. Neither extract gives the design analysis behind that conclusion.

  2. Green space lost to a crossing

An additional vehicular crossing would incrementally erode green space that remained largely intact and served the street, harming the area’s character and appearance.

Helped or needed

Wolverhampton extensions with limited street impact

  1. Render suited the modern house

Although render was not found nearby, it suited the modern house and did not detract from the varied street scene.

  2. Kept smaller than the main house

From the front, the extension appeared subservient to the house and kept a gap to the side boundary.

  3. Street views stayed limited

Neighbouring houses and the bend in the road restricted views, leaving little impact on the open street corner.

Your refusal notice

Check these details

  1. Does the refusal notice identify green space or a street view your proposal would erode?
  2. Does the refusal notice say your extension fills the side gap or overwhelms the house?
  3. Does the refusal notice explain why your materials would jar with nearby homes?

Allowed appeal examples

  1. 3298626

    20 July 2022 · Allowed

    Development described in the decision

1st floor extension to front elevation.

    Issue identified by the Inspector

The main issue is the effect of the proposal on the character and appearance of the appeal property and the surrounding area.

    Paragraph 2 · Source page 1

    Reasoning from the decision

Whilst the first floor section would be finished in render, which is not a material finish currently found on the appeal property or within the immediate surroundings, it would not appear out of keeping on the host modern dwelling and would not detract from the varied street scene. I therefore conclude that the proposed extension would not harm the character and appearance of the appeal property and the surrounding area.

  2. 3369824

    29 September 2025 · Allowed

    Development described in the decision

    First floor side extension.

    Issue identified by the Inspector

The main issue is the effect of the proposed development upon the character and appearance of the surrounding area.

    Paragraph 3 · Source page 1

    Reasoning from the decision

When viewed from the front, the extension would appear subservient to the main house and a gap would be retained between the side wall and the side boundary. Approaching from the southeast, along [address], the extension would be mostly obscured by the neighbouring houses. From the other direction the road bends in at the junction so that views are of the side of the house and the rear garden. From this direction the extension would have little impact on the open character of the street corner as it would appear subservient and would not encroach into the rear garden.

  1. 3371900

    24 November 2025 · Dismissed

    Development described in the decision

a double storey front extension with over garage storey and hipped roof with enlarged dormer.

    Issue identified by the Inspector

The main issue is the effect of the proposed development on the character and appearance of the area.

    Paragraph 3 · Source page 1

    Reasoning from the decision

Accordingly, for the above reasons, I conclude that the proposed side extension would have an unacceptably harmful effect on the character and appearance of the area. It would therefore conflict with [name] D7, D8 and D9 of the Wolverhampton Unitary Development Plan (2006), which seek to ensure that developments are of a height, scale and appearance that relates positively to its surroundings. It would also fail to comply with Policies ENV3 and CSP4 of the Black Country Core Strategy (2011), which promote high-quality design that is influenced by its context.

    Paragraph 9 · Source page 2

  2. 3312290

    17 April 2023 · Dismissed

    Development described in the decision

“Proposed erection of single storey side extension”.

    Issue identified by the Inspector

The main issue is the effect of the proposed development upon the character and appearance of the area.

    Paragraph 3 · Source page 1

    Reasoning from the decision

Taking the above into account, I find on the main issue that the proposed development would harm the character and appearance of the area. The appeal scheme is ill-judged in this important respect and insofar as it eschews the various design criteria and principles embodied within the UDP (especially Policies D4, D6, D8 and D9) and Policy ENV3 of the Black Country Core Strategy 2011 when viewed in the round.

    Paragraph 8 · Source page 2

  3. 3319153

    17 July 2023 · Dismissed

    Development described in the decision

described as ‘Extend and improve the driveway.’

    Issue identified by the Inspector

The main issue in the appeal is the effect of the proposal on the character and appearance of the area.

    Paragraph 2 · Source page 1

    Reasoning from the decision

The proposal would result in the creation of a driveway across the green space/footpath. [name] note that there are a number of existing vehicular/pedestrian crossings on this part/side of [address], the green space is still largely intact and consequently performs a valuable streetscape function as originally planned. Therefore, based on the evidence before me and my on-site observations I conclude that the introduction of an additional driveway/vehicular crossing would incrementally erode the green space and thus materially harm the character and appearance of the area.
