Therefore, in conclusion, the proposal would not be harmful to the character and appearance of the area and accords with policy DM1 of the Eastleigh Borough Local Plan 2016-2036. Development described in the decision
for a carport.
Issue identified by the Inspector
The main issue is the effect of the appeal proposal upon the character and appearance of the area.
Paragraph 2 · Source page 1
Reasoning from the decision
I consider that the proposed structure would still be fairly well screened by mature trees and other vegetation within the front garden scene, and in totality the proposal would not have a detrimental impact upon the character and appearance of the area. I find that the proposal complies with Saved Policy 59.BE of the Eastleigh Borough Local Plan (2001 – 2011) and Draft Policy DM1 of the Submitted Eastleigh Borough Local Plan (2016 – 2036) which together require development proposals to take full and proper account of the context of the site, including the character and appearance of the locality, are appropriate in mass, scale and materials, layout, design and siting, both in themselves and in relation to adjoining buildings, natural features and trees worthy of retention.

the erection of an external lift and dormer to the rear.
Issue identified by the Inspector
The main issue is the effect of the proposal on the character and appearance of the appeal property and the surrounding area.
Paragraph 3 · Source page 1
Reasoning from the decision
For this reason, the appeal scheme fails to accord with Policy DM1 of the Eastleigh Borough Local Plan (2022), which states that all new development should take full and proper account of the context of the site including the character and appearance of the locality. There is also conflict with the aims of the Council’s Quality Places Supplementary Planning Document (2011) and the National Planning Policy Framework (2021), the former of which states that in streets with very uniform roof design, significant alterations are generally unacceptable.
