Middlesbrough Borough Council appeal findings
Middlesbrough garage roofs, gardens and extensions
The selected allowed examples give conclusions, rather than the design details behind them.
Counted against appeals
Garage, garden and front-extension concerns
Flat roof and parapet stood out
The flat roof would draw the eye among hipped-roof garages, while the parapet made the garage taller than neighbouring garages.
Front garden details lacked clarity
More front surfacing, unclear soft-landscaping potential and front bin storage added to concern that the proposal was not well thought out.
Front-extension harm was only concluded
This extract says the front extension would harm the area’s character and appearance, without giving the detail behind that conclusion.
Helped or needed
Allowed extension conclusions
Rear extension did not harm urban grain
The Inspector concluded that the single-storey rear extension would not harm urban grain or the surrounding area’s character and appearance.
Extensions needed to be subservient
The allowed decision says extensions should integrate well and remain subservient to the house, but this extract does not identify the successful design features.
Your refusal notice
Check these details
- Does the refusal identify roof shape, garage height or approach views?
- Does it explain a problem with landscaping or front bin storage?
- Does it say the extension fails to integrate with the house?
The selected Middlesbrough passages omit the earlier analysis for the allowed extensions and dismissed front extension. These decisions do not predict another result.

Compare allowed and dismissed appeal reasoning
Each example separates the development, the Inspector-stated issue that selected it, and the reasoning from the decision. Compare the facts as well as the outcome: these examples do not predict how a different proposal would be decided.

21 April 2022 · Allowed
Development described in the decision
single storey extension to rear.
Issue identified by the Inspector
The main issue is the effect of the proposal on the character and appearance of the appeal property and surrounding area.
Paragraph 3 · Source page 1
Reasoning from the decision
Accordingly, the proposal would not have a detrimental effect on the urban grain of the area and would not have a harmful effect on the character and appearance of the appeal property and surrounding area. The proposal would not conflict with Policies DC1 and CS5 of the [name] 2008, the Middlesbrough Urban Design Supplementary Planning Document 2013 and the National Planning Policy Framework (the Framework) which seeks all development to demonstrate a high quality of design.

10 January 2024 · Allowed
Development described in the decision
a double storey side extension and single storey rear extension.
Issue identified by the Inspector
The main issue is the effect of the proposed development upon the character and appearance of the area.
Paragraph 4 · Source page 2
Reasoning from the decision
For the above reasons, the effect of the proposed development upon the character and appearance of the area would be acceptable and it would comply with Policies DC1 and CS5 of the [name] 2008 together with the content of the SPD. These policies and provisions require that development proposals exhibit a high quality of design which would integrate well into their context with all extensions required to exhibit subservience to the existing property. The proposed development would also comply with advice within the Framework, including that at paragraph 135, which sets out that developments should function well, add to the overall quality of the area and be sympathetic to local character.

Development described in the decision
described as extend the existing attached garage to be in line with the front elevation of the main building, build new attached garage to the south-east corner of the plot.
Issue identified by the Inspector
The main issue is the effect of the proposal on the character and appearance of the area, including the appeal property.
Paragraph 2 · Source page 1
Reasoning from the decision
The proposed garage would not be seen in the context of other flat roof extensions, as such it would draw the eye and unbalance the prevailing character and appearance of the area where hipped roofed garages predominate. Furthermore, the parapet wall increases the height of the garage and would not reflect the modest scale of neighbouring garages. Despite the corner plot location, the proposed garage would be conspicuous in views on approach from the north-east along Saxonfield.

5 February 2025 · Dismissed
Development described in the decision
single storey front extension.
Issue identified by the Inspector
The main issue is the effect of the proposal on the character and appearance of the area.
Paragraph 3 · Source page 1
Reasoning from the decision
For these reasons, I conclude that the proposal would be harmful to the character and appearance of the area. It would therefore conflict with Policies DC1 and CS5 of the Middlesbrough Local Development Framework Core Strategy, adopted February 2008. Together these policies require high quality design, which is well integrated, enhances and takes account of the visual appearance of the area.
Paragraph 8 · Source page 2
5 May 2026 · Dismissed
Development described in the decision
a part single storey, part two storey side wraparound extension.
Issue identified by the Inspector
The main issue is the effect on the character and appearance of the area.
Paragraph 2 · Source page 1
Reasoning from the decision
The greater surfacing of the front garden would detract from the appearance of the property and the wider area. It is not clear from the plans that there is any significant potential for soft landscaping. As the side access to the property would be lost, bin storage would have to take place in the front garden. Although a screen Appeal Decision: 6006254 of some form, as suggested, could be required by condition, there is nothing within the details to suggest that this is likely to be a positive feature. This adds to my concerns that the proposal has not been well thought out. Overall, the proposal would be harmful to the character and appearance of the area and would represent poor design.
