Plymouth terraces, side positions and spaciousness
Some selected extracts state only an Inspector conclusion, so they cannot show the specific design fault.

The front extension disrupted the terrace’s linear form and looked incongruous, dominant and bulky despite matching materials and screening.
Area harm concluded
The Inspector concluded that the proposal would have an unacceptable effect on the area’s character and appearance.
Host-property harm concluded
The Inspector found significant harm to the host property and surrounding area, without identifying the design feature in this extract.

Your refusal notice
Check these details
- Does the refusal call a feature bulky, dominant or incongruous?
- Does it say your proposal breaks a terrace’s linear form?
- Does it identify features said to contribute to spaciousness?
The selected examples cover different proposal types, so their site facts are not interchangeable. These decisions do not predict another result.

Compare allowed and dismissed appeal reasoning
Each example separates the development, the Inspector-stated issue that selected it, and the reasoning from the decision. Compare the facts as well as the outcome: these examples do not predict how a different proposal would be decided.

16 February 2022 · Allowed
Development described in the decision
a timber summer house for use as an office and summerhouse.
Issue identified by the Inspector
The main issue is the effect of the development on the character and appearance of the area.
Paragraph 4 · Source page 1
Reasoning from the decision
Taking all these factors into account, I consider that the proposed appearance of the building given its position to the side of [site address] , would not be in conflict with the objectives of Policy DEV20 of the Plymouth and South West Devon Joint Local Plan 2014-2034 (2019); or Policy PSM1 of the Plympton St Mary Neighbourhood Plan 2015-2034 (2019); nor the Plymouth and South West Devon Supplementary Planning Document (2020). These policies together seek to ensure that development achieves good standards of design which contributes positively to, in this case, townscape in order to protect the quality of the built environment.
Paragraph 8 · Source page 2
3 November 2021 · Allowed
Development described in the decision
single-storey extension to side elevation to form enlarged kitchen and lounge area.
Issue identified by the Inspector
The main issue is the effect on the character and appearance of the area.
Paragraph 2 · Source page 1
Reasoning from the decision
Importantly, with regard to the features that contribute to the spaciousness of [address], the overall character and appearance of the area would not be harmed. There would, therefore, be no conflict with the aims of LP Policy DEV20 of the Plymouth and South West Devon Joint Local Plan that seek to ensure development contributes positively to the townscape, protecting and improving the quality of the built environment.

16 February 2022 · Dismissed
Development described in the decision
a second-floor lean to extension above existing ground floor protruding garage with lean to roof, to the front elevation.
Issue identified by the Inspector
The main issue is the effect of the proposed development upon the character and appearance of the building and surrounding area.
Paragraph 3 · Source page 1
Reasoning from the decision
Whilst the extension would be of modest size and would be in matching materials, its position on the building and its relationship to the terrace would appear as an incongruous and unduly dominant and bulky feature. It would fail to respect the modest scale of this terrace which would significantly disrupt its linear form. The strong horizontal emphasis, linearity, and repetition of fenestration on the terrace only serve to underline the incongruous nature of the proposal’s effect on the terrace. This effect would not be adequately mitigated by the screening referred to by the appellant.
Paragraph 5 · Source page 1
15 May 2026 · Dismissed
Development described in the decision
engineering works to level rear garden.
Issue identified by the Inspector
The main issue is the effect of the proposal on the character and appearance of the area.
Paragraph 4 · Source page 1
Reasoning from the decision
The proposal would therefore have an unacceptable effect on the character and appearance of the area.

28 March 2025 · Dismissed
Development described in the decision
No verified development description was available for this example.
Issue identified by the Inspector
The main issue is the effect of the proposed development on the character and appearance of the host property and surrounding area.
Paragraph 4 · Source page 1
Reasoning from the decision
Accordingly, I find that the proposal results in significant harm to the character and appearance of the host property and surrounding area contrary to policy DEV20 of the JLP, paragraphs 13.75 and 13.76 of the SPD, paragraphs 135 and 139 of the NPPF and the corresponding advice in the National Design Guide (2021).
