London Borough of Waltham Forest appeal findings
Dormers, extensions and building character in Waltham Forest
The selected examples lean more heavily toward dismissed appeals than the matched local set, and a double-dormer dismissal records only its conclusion.
Counted against appeals
Character harm from roof, wall and side changes
Side extension found significantly harmful
The Inspector concluded that the two-storey side extension would significantly harm the area’s character and appearance.
Roof and wall work found harmful
The dormer-and-roof-light proposal and external-wall works were each concluded to harm the building or dwelling and local area.
Other points did not outweigh harm
The conclusion said other points raised did not outweigh the harm found for the double dormer and front roof lights.
Helped or needed
A dormer found not harmful
Lack of harm outweighed guidance gap
Despite the dormer design not wholly following Council guidance, the Inspector found the rear/side and loft extension would cause no harm.

Each example separates the development, the Inspector-stated issue that selected it, and the reasoning from the decision. Compare the facts as well as the outcome: these examples do not predict how a different proposal would be decided.
Allowed appeal examples
1 example
15 September 2021 · Allowed
Development described in the decision
a rear/side extension and loft extension.
Issue identified by the Inspector
The main issue is the effect of the proposed development on the character and appearance of the area.
Paragraph 2 · Source page 1
Reasoning from the decision
I appreciate that the design of the proposed dormer window would not wholly comply with the guidance set out in the Council’s adopted Supplementary Planning Document on [name] and Alterations. However, in my view this is outweighed in this case by the lack of harm that would be caused by the proposal.

Development described in the decision
construction of a two storey side extension..
Issue identified by the Inspector
The effect of the proposal on the character and appearance of the area.
Paragraph 3 · Source page 1
Reasoning from the decision
Therefore, for the reasons set out, I conclude that the proposal would cause significant harm to the character and appearance of the area, contrary to Policy 53 of the Waltham Forest Local Plan Part 1 (2024) and Policies D1 and D4 of the London Plan (2021) which together require development to achieve high quality design which reinforces and/or enhances local character and distinctiveness, including by responding appropriately to context in terms of scale, massing, architecture, urban form and grain.
Paragraph 10 · Source page 2
15 November 2022 · Dismissed
Development described in the decision
the construction of a double dormer loft conversion with three front roof lights.
Issue identified by the Inspector
The main issue is the effect of the proposal on the character and appearance of [site address] and the wider area.
Paragraph 2 · Source page 1
Reasoning from the decision
For the reasons given, I find that the proposal would be harmful to the character and appearance of [site address] and the wider area. Paragraph 2 of the National Planning Policy Framework 2021 states that planning law requires applications for planning permission be determined in accordance with the development plan unless material considerations indicate otherwise. The weight that I attach to the other material considerations that have been put to me in this instance is not sufficient to outweigh the harm that I have identified and the conflict with the development plan. Accordingly, and having regard to all other matters raised, the appeal is dismissed.
Paragraph 9 · Source pages 2, 3
12 August 2025 · Dismissed
Development described in the decision
to install [name] to the front and rear elevations, this consists of a 90mm [name] system to be applied to the solid external walls, finished in a silicon off white coloured render.

The main issue is the effect of the proposal on the character and appearance of the appeal dwelling and the surrounding area.
Paragraph 4 · Source page 1
Reasoning from the decision
For the reasons set out above, the proposed development would cause harm to the character and appearance of the appeal dwelling and local area and so would not comply with Policy 53 of the London Borough of Waltham Forest Local Plan Part 1 2020-2035 (adopted 2024) which requires that development proposals reinforce local character and respond appropriately to their context.

17 April 2026 · Dismissed
Development described in the decision
the construction of a dormer roof extension to main rear roof and roof extension above two storey rear outrigger, together with installation of three roof-lights to front roof slope.
Issue identified by the Inspector
The main issue relevant to this appeal is the effect of the proposed development on the character and appearance of the building and the surrounding area.
Paragraph 2 · Source page 1
Reasoning from the decision
In conclusion, the proposed development would be harmful to the character and appearance of the building and the surrounding area. Therefore, it would be in conflict with Policy 53 of the Waltham Forest Local Plan Part 1 (Adopted 2024) which amongst other matters supports developments where they reinforce and/or enhance local character and distinctiveness and respond appropriately to their context in terms of scale, height and massing.
