Watford Borough Council appeal findings
Watford extensions: roof form and area appearance
The allowed extracts state only no-harm conclusions, not the design features behind them.
Counted against appeals
Extensions judged harmful in Watford
Roof form, character and scale
For a roof extension, the Inspector found harm to the site and surrounding area because it did not respect the host building’s character and scale or complement neighbouring roof forms.
Harm conclusion without detail
For a first-floor rear part-side extension, the Inspector concluded that it would harm the area’s character and appearance, but the displayed extract gives no further design explanation.
Helped or needed
When no area harm was found
Area harm was not found
In the side-extension and hip-to-gable loft cases, the Inspectors concluded there would be no harm to the area’s character and appearance. The supplied extracts do not explain the design features.
Your refusal notice
Check these details
- Does the refusal identify a roof form that clashes with neighbouring roofs?
- Does it explain harm to the host building’s character or scale?
- Does it set out why the extension harms the surrounding area?
Appeal 15174 discusses only a screened, low wraparound extension within a wider dismissed proposal, so it is not used as a harm example. These decisions do not predict another result.

Compare allowed and dismissed appeal reasoning
Each example separates the development, the Inspector-stated issue that selected it, and the reasoning from the decision. Compare the facts as well as the outcome: these examples do not predict how a different proposal would be decided.

Development described in the decision
removal of detached garage building, part single storey, part two storey side extension, new porch/single storey front extension.
Issue identified by the Inspector
I consider that the main issue is the effect of the proposal on the character and appearance of the area.
Paragraph 2 · Source page 1
Reasoning from the decision
I have considered all other matters raised but none alter my conclusion. I conclude that the proposal would not have a harmful effect on the character and appearance of the area and would not conflict with Policy UD 1 or the objectives of the [name]. The appeal therefore succeeds.

Development described in the decision
a first-floor rear part side extension.
Issue identified by the Inspector
The main issue is the effect of the proposed development on the character and appearance of the area.
Paragraph 4 · Source page 1
Reasoning from the decision
Overall, I conclude that the proposed development would have a harmful effect on the character and appearance of the area. In that regard, it would conflict with Policies QD6.2 and QD6.4 of the Watford Local Plan (2022) which require new development to enhance the character of the local area and make a positive contribution to high quality design and place making. For the same reasons, it would fail to comply with Chapter 12 of the National Planning Policy Framework which is concerned with achieving well-designed places.
Paragraph 8 · Source page 2
13 May 2022 · Dismissed
Development described in the decision
a roof extension to create a first floor for the bungalow including a roof overhang and 2 No front roof lights and a ground floor side and part rear wrap around extension.
Issue identified by the Inspector
The main issue is the effect of the development on the character and appearance of the area.
Paragraph 3 · Source page 1
Reasoning from the decision
The Council do not raise an objection to the single storey wrap around extension. It would fail to comply with the requirement of paragraph 8.7d of the Council’s Residential Design Guide 2016 (RDG) in so far that it would step forward of the front building line. However, this part of the development would not be visible from public vantage points given that the property is set well back from [address] and there are intervening walls, landscaping and gates. In this case, there is sufficient justification for overriding the technical conflict with paragraph 8.7d of the RDG. I do not therefore find that this part of the proposal, which would be relatively low in height, would be harmful in terms of its design or its effect on the character and appearance of the area.

Development described in the decision
[name]
Issue identified by the Inspector
The main issue is the effect of the appeal development on the character and appearance of the area and site.
Paragraph 3 · Source page 1
Reasoning from the decision
The roof extension would harm the character and appearance of the site and the surrounding area. Therefore, the development would be contrary to Policies QD6.2 and QD6.4 of the Watford Local Plan which require that new development makes a positive contribution to high quality design and place making. The development would also fail to accord with the [name] 2016 which supports extensions which respect the character and scale of the host building and roof forms which complements the roof forms of neighbouring buildings and the National Planning Policy Framework which seeks to achieve well-designed places.
