Wiltshire Council appeal findings
Wiltshire garages, conversions and character harm
Some selected examples give only the inspector’s conclusion, not the detailed design analysis behind it.
Counted against appeals
Garages that jarred with local streets
Garage siting jarred with the street
The garage was judged an incongruous street-scene feature that harmed the area's character and appearance.
Harm found against design requirements
The inspector found the works harmful, citing requirements on built form, height, mass, scale and integration into their setting.
Front garage: harm was the conclusion
The extract records harm to the area's character and appearance but does not give the detailed reasons.
Helped or needed
Conversions and extensions without character harm
Conversion retained its scale and character
The outbuilding retained its scale and character, with sufficient sloped amenity space, and was not seen as out of place or cramped.
Extension found not harmful
The extract records the conclusion that the extension would not harm the building or surrounding area.
Your refusal notice
Check these details
- Does the refusal explain why your siting harms the street scene?
- Does it point to height, mass, scale or built form?
- Does it identify whether outdoor space would leave the plot cramped?
The selected examples concern garages, a conversion and an extension, not every Wiltshire character-and-appearance concern. These decisions do not predict another result.

Compare allowed and dismissed appeal reasoning
Each example separates the development, the Inspector-stated issue that selected it, and the reasoning from the decision. Compare the facts as well as the outcome: these examples do not predict how a different proposal would be decided.

Development described in the decision
the proposed demolition & conversion of existing buildings into new dwelling and erection of 5 new dwellings with associated landscaping.
Issue identified by the Inspector
The main issue is the effect of the proposed development on the character and appearance of the surrounding area.
Paragraph 4 · Source page 1
Reasoning from the decision
In respect of the outbuilding located in the southern section of the site, I find that, whilst the building would be positioned adjacent to the pedestrian footway and would provide external amenity area which is sloped, the proposal would retain the scale, character and appearance of the building while providing sufficient amenity space such that it would not look out of place or cramped into its plot. [name] also acknowledge that parking for this unit would share the parking arrangements with the proposed terraced dwellings to the north of the appeal outbuilding, that arrangement would not alter my finding that the proposed conversion of this building would not have an adverse effect on the character and appearance of the surrounding area.

Development described in the decision
extension to existing living room.
Issue identified by the Inspector
The main issue is the effect of the proposed development on the character and appearance of the building and surrounding area.
Paragraph 4 · Source page 2
Reasoning from the decision
For these reasons the proposed development would not have a harmful effect on the character and appearance of the building or the surrounding area. It would not conflict with the requirements of the Wiltshire Core Strategy Policy 51 in seeking to protect, conserve and where possible enhance landscape character, nor Policy 57 which requires that all new developments have a high standard of design which responds positively to existing features in terms of layout, built form, height, mass, scale, building line, elevational design, materials, and rooflines. There would be no conflict with the [site address] Neighbourhood Plan Policy D1 which requires that proposals should result in high quality development, respecting the character and historic design features of the village.

Development described in the decision
erection of detached garage, [name], External/internal alterations, Porch and [name] and associated works.
Issue identified by the Inspector
The main issue is the effect of the proposed development on the character and appearance of the area.
Paragraph 2 · Source page 1
Reasoning from the decision
I therefore find that the proposed development would have an unacceptable and harmful effect on the character and appearance of the area. It would conflict with parts iii. and vi. of Core Policy 57 of the [name] (adopted 2015) which provide that, amongst other things, applications for new development must demonstrate how the proposal will make a positive contribution to the character of Wiltshire through responding positively to the existing townscape features in terms of built form, height, mass, and scale, to effectively integrate the building into its setting, and making efficient use of land whilst taking account of the characteristics of the site and the local context to deliver an appropriate development which relates effectively to the immediate setting and to the wider character of the area.

13 May 2022 · Dismissed
Development described in the decision
the erection of a traditional style 2 bay oak frame carport.
Issue identified by the Inspector
The main issue is the effect of the development on the character and appearance of the area.
Paragraph 2 · Source page 1
Reasoning from the decision
Overall, I find that the siting of the garage would result in an incongruous feature to the street scene, harmful to the character and appearance of the area. Thus, the proposal would be contrary to [name] policy 57, which amongst other things, requires development to enhance local distinctiveness and integrate into its setting and wider character of the area. It would also conflict with the general guidance within the National Planning Policy Framework and National Design Guidance which promotes well designed places and development that is sympathetic to local character.

Paragraph 2 · Source page 1
Reasoning from the decision
Overall, the proposal would harm the character and appearance of the area and conflict with Policy CP57 of the [name] 2015, which among other things ensures high quality design and place shaping.
