Wyre Forest District Council appeal findings
Why Wyre Forest front extensions caught the eye
The selected allowed extracts give conclusions rather than design analysis, so they do not show which features helped.
Counted against appeals
Why front extensions drew attention
Flush upper floor overwhelmed the house
Appeal 55790 found that a flush first-floor extension, with its scale, height and front position, would draw attention to itself and overwhelm the house.
Summer screening was not enough
In appeal 55790, hedges and trees softened the view in summer but would not stop the extension being visible or standing out in winter.
Harm to house and area
Appeal 60356 concluded that its front extension would unduly harm the host dwelling and the surrounding area.
Helped or needed
Allowed gates, car port and garage extension
Allowed examples state no design reasons
The selected extracts for gates, a car port and a garage extension conclude no harm or acceptable design, but do not identify the features that led there.
Your refusal notice
Check these details
- Does the refusal identify a flush, tall or front-facing upper floor?
- Does it explain why planting would not screen the proposal year-round?
- Does it say which original building features the extension fails to match?
The detailed dismissal concerns a first-floor extension, while the allowed extracts give conclusions without their supporting analysis. These decisions do not predict another result.

Development described in the decision
a first floor extension over existing garage.
Issue identified by the Inspector
The main issue in this case is the effect of the proposed development on the character and appearance of the area.
Paragraph 5 · Source page 1
Reasoning from the decision
In the above regard, whilst dwellings in the immediate area vary in design and appearance, none appeared to me to have been altered in a manner that overwhelms the host dwelling and/or detracts significantly from the area’s attributes. 10.The proposed development would result in a first-floor extension that would not be set back from, but which would appear flush with, the appeal dwelling’s front elevation. I find that this, in combination with the scale, height and prominent siting of the proposal to the front of the dwelling, would result in a development that would draw attention to itself and in so doing, would overwhelm the appearance of the host dwelling. 11.[name] recognise that the presence of an evergreen hedge and deciduous trees reduces the overall impact of this, particularly during the summer months, the proposal would still be visible within the street scene and furthermore, it would appear particularly prominently during the winter months and/or as a result of any reduction in height or removal of the hedge. 12.Taking all of this into account, I find that the proposal would harm the character and appearance of the area, contrary to the National Planning Policy Framework; to Wyre Forest District Local Plan (2022) Policy DM.25; and to the Council’s Wyre Forest Design Guidance Supplementary Planning Document (2015), which together amongst other things, seek to protect local character.

20 November 2024 · Dismissed
Development described in the decision
single storey front extension.
Issue identified by the Inspector
The main issue is the effect of the proposed development on the character and appearance of host dwelling and the surrounding area.
Paragraph 2 · Source page 1
Reasoning from the decision
For these reasons given, I conclude that the proposed development would unduly harm the character and appearance of the host dwelling and the surrounding area. Consequently, it would conflict with the Policies DM24 and DM25 of the LP insofar as they require development to achieve high quality design and complement the character of the area, as well as requiring residential extensions to be in keeping with the architectural characteristics of the original building.
