Section 02
Decision
The appeal is dismissed.
Section 03
Procedural Matters
The submitted plans are inaccurate as they do not consistently show the roof form to the rear of the proposed house and host property. Some plans show gable roofs, while the elevation plan shows hipped roofs. In the absence of consistent plans, it is not possible to form an accurate assessment of the appeal proposal.
I have considered whether this could have been addressed by a planning condition had I been minded to allow the appeal. However, to do so would deprive interested parties of certainty and the opportunity to comment. Similarly, I have not invited amended plans to be submitted as to do so may be unfair on interested parties and consultees whose views and comments were about the original proposals.
I further note the red line on the plans is shown inconsistently as it does not always encompass the host dwelling that would be extended as part of the appeal development. While the entire site is marked on the location plan this may have further contributed to uncertainty regarding the proposed development.
Given these concerns I am consequently unable to assess the merits of the proposed development, nor draw any conclusions against the policies of the Havering Local Plan or the London Plan.
The appeal is therefore dismissed.
