Section 01
Development description
a proposed dormer loft conversion.
Section 02
Decision
The appeal is dismissed.
Section 03
Appeal Procedure
The site visit was undertaken by a representative of the Inspector whose recommendation is set out below and to which the Inspector has had regard before deciding the appeal.
Section 04
Main Issue
The main issue is the effect of the proposal on the character and appearance of the area.
Section 05
Reasons for the Recommendation
The appeal building is a two-storey dwelling at the end of a terrace. It has been extended but the roof is unaltered. The coherence of this with the consistency of the remaining original roofs in the immediate area contributes positively to a unified character and appearance.
The proposed dormer would be a large addition which, as a result, would all but subsume the roof, unacceptably jarring against the quality of the area’s consistency in this respect. It would do so largely away from public views in the street scene given it would be to the rear slope, but this would equally make it noticeable from a large number of neighbouring gardens. Notwithstanding that it would be set down from the ridgeline and above the eaves as per the Council’s Home Extensions Supplementary Planning Document (SPD), it would not be seen as being proportionate to the dwelling in terms of its overall scale.
The proposal would thus cause unacceptable harm to the character and appearance of the area. As such, there would be conflict with Policy SD4 of the Gloucester, Cheltenham and [name] 2017, Policy A9 of the Gloucester City Plan 2023, the Gloucester City Council Home Extensions Guide
Section 06
Supplementary Planning Document and the National Planning Policy Framework
These policies, amongst other things, seek to ensure that development proposals are of a high-quality design and standard.
It is not sufficiently clear that the proposed development is the only way of meeting the increased internal space requirements for the incumbent family. I therefore attach moderate weight to this personal need. This would be insufficient to make the appeal development acceptable given the greater weight I would ascribe to the harm I have found, which would be enduring, and the subsequent development plan conflict that would arise.
Section 07
Conclusion and Recommendation
For the reasons given above, the appeal scheme would not comply with the development plan, and I have been given no other compelling reason, taking into account other material considerations advanced, to deviate therefrom. I therefore recommend that the appeal should be dismissed.
Section 08
Inspector’s Decision
I have considered all the submitted evidence and my representative’s report and on that basis the appeal is dismissed.
