Section 01

Development description

described as “erection of open timber front porch with a pitched tiled roof, enlargement and repositioning of the existing first-floor front window to form a new bifold-style window and installation of external wall insulation to existing solid brickwork elevations with fibre cement cladding ([name] or similar) to the side, front and rear elevations”.

  1. Section 02

    Decision

The appeal is allowed and planning permission is granted for erection of open timber front porch, enlargement and repositioning of existing first-floor front window to form a new bi fold-style window and installation of external wall insulation to existing solid brickwork elevations at [site address] [postcode] in accordance with the terms of the application, Ref 25/02049/FUL, subject to the following conditions:

The development hereby permitted shall begin not later than three years from the date of this decision.

The development hereby permitted shall be carried out in accordance with drawing no. titled ‘layout as proposed’ - dated 6-10-2025, Location Plan Date Produced: 20-Oct-2025.

Notwithstanding the details shown on drawing titled ‘layout as proposed’ - dated 6-10-2025, prior to the installation of the hereby permitted external wall insulation, details of the materials to be used on the external surfaces of the elevations shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out in accordance with the approved details.

  2. Section 03

    Preliminary and Procedural Matters

The description of development in the banner heading above has been taken from the planning application form. I have used the description of development from the Council’s decision notice in my decision, as it is more succinct. Although no agreement to a change of description has been provided, the appellant has also used this description in their appeal form.

The submitted drawings contain an inaccuracy, as the first‐floor plan omits the existing single‐storey front extension, which in turn results in the proposed porch being shown in the wrong position. This error is also repeated on the block plan. Notwithstanding this, the ground‐floor plan and front elevation drawing are sufficiently clear to establish the correct position of the proposed porch, allowing the proposal to be properly assessed.

  3. Section 04

    Main Issue

The main issue is the effect of the proposal on the character of the area.

  4. Section 05

    Reasons

The appeal site is a semi-detached house. The immediate streetscene is largely characterised by pairs of semi-detached houses, which are laid out in a staggered pattern with each pair positioned slightly forward or back of its neighbour. As some of the houses have front extensions, the building line has been disrupted. Within the streetscene and across the wider area, there is a diverse palette of external materials, which contributes to the varied and mixed character. As a result of the front alterations and the mixed external materials, the streetscene does not display a uniform architectural appearance.

The proposed porch would have a dual‐pitched roof that reflects the form of the main roof, and its ridge would sit below the first‐floor windows, keeping it clearly subservient to the house. While timber is not a predominant material on the existing elevation, the timber frame would provide a subtle contrast in materials that would integrate well with the existing character of the house.

Although the porch would project beyond the front elevation, the existing front extension has already broken the building line with the adjoining house. The building line along this part of the street is fragmented by the existing front extensions. The projection of the porch would therefore not disrupt any coherent or consistent building line. It would also not enlarge the footprint in a way that affects the house’s overall scale or its relationship to the plot. Given the varied design of the front elevations in the streetscene, the porch would not appear incongruous. Its modest scale also means it would not be visually prominent.

The proposal includes the installation of external insulation to the front, side and rear elevations. Although the plans reference cladding, the annotations show this is not fixed, and the appellant has confirmed they are willing to agree the final external finish with the Council. The plans indicate that brickslips could be used on the front elevation, with a similar material or colour applied to the side and rear elevations. This can therefore be made acceptable by planning condition.

The Council has raised no objection to the proposed changes to the first-floor windows in the front elevation. Based on the evidence before me and my findings from my site visit, I have no reason to reach a contrary view.

For these reasons, I therefore conclude that the proposal would not cause harm to the character of the area. Accordingly, it would comply with Policies 28S, 29 and 30 of the Bedford Borough Local Plan 2030 and Policy ED3 of the Clapham Neighbourhood Plan 2030. These policies, amongst other things, require development proposals to be well-designed, to integrate well with and complement the character of the area and to respect the context.

Given that the proposal does not seek consent for an extension, new dwelling, nor does it relate to a small infill development, the design guidance in the [name], [name] & Small Infill Developments Design Guidance 2000 is not applicable.

  5. Section 06

    Other Matters

The Council’s Officer Report confirms that the proposed porch would not cause any material loss of sunlight nor appear overbearing, and there is no substantive evidence before me to indicate otherwise. Given its modest, single-storey form, the porch would not reduce daylight to neighbouring homes to a level that would detrimentally harm their living conditions. Furthermore, due to its limited scale and siting, it would not be so prominent as to noticeably alter the outlook from neighbouring windows.

My decision is based on the planning merits of the proposal. Considerations regarding the driveway are not relevant to this assessment, as the proposal does not include the driveway. Any development carried out without permission is a matter to be enforced by the Council. The Council has not indicated that the proposal would give rise to increased surface water runoff or that it would exacerbate existing drainage issues, and there is no technical evidence before me to reach a contrary view. The structural stability of the porch and its associated impact are regulated by Building Regulations and are non-planning matters.

  6. Section 07

    Conditions

As suggested by the Council, I have imposed the statutory implementation condition [1], along with a condition listing the approved plans to provide certainty [2]. In the interests of the character of the area, it is necessary to impose a condition to require the details of the external wall insulation to be agreed by the Council before installation [3].

  7. Section 08

    Conclusion

For the reasons given above the appeal should be allowed.
