Section 03
Main Issue
The main issue in this appeal is the effect of the proposal on the character and appearance of the site and the surrounding area.
Section 04
Reasons
[site address] (No 4) is a substantial detached two-storey dwellinghouse of modern design. It fronts onto Chaucer Park, a recent extension of [site address] . No 4 has, in the past, been extended to add a two-storey side extension.
Whilst each dwelling within Chaucer Park is of an individual design, and the layout of the generous plots informal, they present a degree of consistency in their design approach and appearance, characterised by the consistent use of materials and detailing, with pitched, tiled roofs. These are positive features, to which No 4 contributes, in establishing the character and appearance of the area and these rightly support the designation of Chaucer Park as an Area of Special Character (ASC) by the Council.
The proposal, through the addition of a large rear dormer and eight rooflights in the front face of the roof, would undermine the consistency of roof form which I have identified, above, as making a positive contribution to the character and appearance of the area.
The rear dormer would be a bulky, angular addition to the rear face of the roof and, because of the alignment of the road and the orientation of No 4, would be prominent in views travelling towards No 4 along [site address] . During my site visit I did not see any other rooflights in the front pitches of the dwellings’ roofs of Chaucer Park, where they would be observed from the public realm.
Thus, these would be prominent and incongruous elements in the area, harmfully undermining the positive features of the area that I have identified above and the positive contribution currently made by No 4 to the ASC.
I therefore find that the proposal would have a harmful effect on the character and appearance of the site and the surrounding area. This would be contrary to the aims of Policies M1 and M10 of the Dartford Local Plan (2024), in as much as these, together, seek, amongst other things, to ensure that new development responds to, reinforces and enhances positive aspects of the locality including, specifically, ASCs.
Section 05
Conclusion
The proposal conflicts with the development plan and there are no material considerations to indicate that the appeal should be decided other than in accordance with it. The appeal should, therefore, be dismissed.
