Section 01

Development description

[name]

  1. Section 02

    Decision

    The appeal is dismissed.

  2. Section 03

    Main Issue

The main issue is the effect of the proposed development on the character and appearance of the area.

  3. Section 04

    Reasons

The appeal site includes a detached bungalow on a residential street. Dwellings are aligned along the southern side and face out onto arable land to the north.

The residential plots are broadly consistent in size and shape, and the dwellings form a loose but clear building line. Front gardens are reasonably deep and, in the majority of cases, on fairly open view from the road. There are no detached outbuildings of note in front of the building line. This results in a spacious feel to the residential side of the street.

Architectural styles and external finishes are so varied that the street relies heavily on these shared features for its beneficial sense of coherence and integration. This is reflected in the policies of the Syderstone Neighbourhood Plan (2025) and associated [name] and Guidance Document (2024), which state that detached garages should be set slightly behind or alongside the main building line.

The proposal involves a detached garage some 6.5m wide and 6.5m deep, with an eaves height of 2.5m and a ridge height of some 3.7m. It would be positioned midway within the appeal site front garden, on its eastern side.

The front boundary to the site is delineated by mature greenery. I note the appellant intends to maintain this feature, though I have little evidence that I can rely on it being retained in the long term. In any event the garage would be visible over the hedge, presuming it would be maintained as shown on the plans as seems reasonable, over the site access (whether as existing or as approved1), and over flank enclosures. Indeed, though set back from the front boundary, the size of the garage and its location would make it prominent in the street.

In breaching the building line, the garage would be notably at odds with the established local pattern of development described above. It would also erode the current spacious feel to the front of the residential properties. In both respects it would harmfully undermine the coherence I have identified as beneficial to the area.

I recognise that some nearby dwellings have notable front projections, including some that provide garaging. These are not, nor are they easily mistaken for, detached outbuildings and the appeal scheme would be immediately distinguishable from them in that respect. Furthermore, the projections are generally still a considerable distance back from the roadside, maintaining the open aspect described above. This is particularly the case in the row of dwellings that includes the appeal site. Whilst the projections contribute to the architectural mix of the street, they do not undermine its cohesion in the way the garage would.

I have been provided with a series of photographs of local houses with front garages and outbuildings. The precise location of these is not made clear, and I have little reason to think any of them are examples of an exception to a broadly consistent building line, as would be the case with the appeal scheme. Moreover, my visit confirmed that none of the cited examples are close enough to the appeal site to contribute to its visual context. I therefore attach minimal weight to them.

The proposed development would have a harmful effect on the character and appearance of the area, contrary to Policies LP18 and LP21 of the [name] and West Norfolk Local Plan 2021-2040 and Policies 1 and 3 of the Syderstone Neighbourhood Plan, where they require development to respond to the character and context of places, and for its scale, height, and layout to respond sensitively and sympathetically to the local setting.

  4. Section 05

    Other Matters

I note that permission has been granted for the replacement of the appeal site bungalow with a detached house2, and that the external materials and detailing of that house would match those of the proposed garage. I have made my determination with this in mind. Given the considerations set out above, however, the prospect of the bungalow being replaced by the house does not alter my views.

  5. Section 06

    Conclusion

The proposal conflicts with the development plan and the material considerations do not indicate that the appeal should be decided other than in accordance with it.

    The appeal is dismissed.
