Section 01
Development description
rear facing dormer loft conversion with two front roof slope skylights and a new gable end window.
Section 02
Decision
The appeal is allowed and planning permission is granted for rear facing dormer loft conversion with two front roof slope skylights and a new gable end window at [site address] , Thamesmead, Greenwich [postcode] in accordance with the terms of the application, Reference 25/3315/HD and the plans submitted with it, subject to the following conditions:
The development hereby permitted shall begin not later than 3 years from the date of this decision.
The development hereby permitted shall be carried out in accordance with the following approved plans: Site Location Plan, 6BatteryRdUKLR25_V2, Sheet 4, 6BatteryRdUKLR25_V2 Sheet 6, 6BatteryRdUKLR25_V2 Sheet 7, 6BatteryRdUKLR25_V2 Sheet 8, 6BatteryRdUKLR25_V2 Sheet 9.
The materials to be used in the construction of the external surfaces of the development hereby permitted shall match those used in the existing building.
Section 03
Main Issue
The main issue is the effect of the proposed development on the character and appearance of the host dwelling and the surrounding area.
Section 04
Reasons
The appeal property is an end of terrace dwelling located on a corner plot within a planned residential estate, where properties share a broadly consistent design language in terms of form, scale and materials. Surrounding properties along [address] follow this established pattern, creating a pleasing and coherent rhythm that contributes positively to the character of the street. Roofscapes are largely unaltered, albeit there are examples of dormer features facing [address] and within the wider locality. Although the planning status of these features is unknown, they nevertheless form part of the established visual context.
The proposal seeks to construct a dormer extension, with a part-hipped roof form, within the existing rear roof slope. It would be set in from the eaves, ridge and flank boundaries of the existing roof. Two rooflights are proposed within the front roof slope of the dwelling and a window is proposed within the flank gable wall.
The Royal Borough of [name] Planning Document (2023) (the SPD) advises that dormers at the rear are generally acceptable, subject to the building typology. In this case, while the proposed dormer would occupy a notable portion of the rear roof slope, it would be set in from all edges of the roof, with margins that exceed the SPD guidance. This approach ensures that the original roof form remains clearly legible and that the addition would appear subordinate to the host dwelling.
Although the proposed design does not replicate the pitch of the main roof, its scale and the incorporation of a part-hipped roof form would serve to break down the overall massing. This avoids the appearance of a flat-roofed, box-like addition, which is discouraged by the SPD, and instead results in a more sympathetic and articulated roof form. The proposed windows within the dormer would align with and match those on the rear elevation below, ensuring visual consistency.
The appeal dwelling occupies a prominent corner plot and is therefore visible within the [address] street scene. However, the proposed dormer would be positioned on the rear roof slope and the front facade, being the primary contributor to the character of the street, would remain unaltered, preserving the established consistency and rhythm of the street. Where visible, the dormer would be perceived only in limited, oblique views, primarily when approaching from the west, with sightlines constrained by the angle of approach and the recessed siting of the dormer structure within the roof slope. As such, it would not appear dominant or overbearing within the street scene.
Views from a relatively short section of [address], a cul-de-sac to the south, would allow a clearer appreciation of the rear roof slope. From the southernmost end of the road, the appeal dwelling’s roof slope is largely perceived in isolation, and the proposal would not disrupt any prevailing rhythm or coherence within the wider townscape. In closer views, the proposed dormer would be experienced alongside other dormer extensions further to the east, and would not appear as a discordant or incongruous addition within this context.
The Council raises no objection to the proposed rooflights or gable end window. They would be modest in scale, proportionate and would have a limited presence within the street scene. Based upon the evidence before me and my observations on site, I agree with this assessment.
Overall, I conclude that the proposal would not harm the character or appearance of the host dwelling or the surrounding area. As such, the proposal would accord with Policy D3 of the London Plan (2021) and Policies DH1 and DH(a) of the Royal Greenwich Local Plan: [name] with [name] (2014), which amongst other things, seek to deliver high quality design that responds to its context. It would also comply with the overall design principles of the SPD, which encourage sensitive roof additions that are consistent with existing character.
Section 05
Other matters
A neighbour has raised concerns regarding previous work at the site, structural integrity, and the potential for disruption and damage to an adjoining property. While these concerns are noted, such matters are typically addressed through separate legislation and controls and therefore carry limited weight in the determination of this appeal. Concerns have also been raised in respect of loss of light, overlooking and loss of privacy. The Council has assessed these impacts and concluded that the proposal would not result in unacceptable harm to neighbouring amenity. Based on the evidence before me, I agree with that assessment.
Section 06
Conditions
I have considered the tests of paragraph 57 of the Framework and advice in the Planning Practice Guidance. In addition to the statutory time limit condition, a condition specifying the relevant plans is necessary to provide certainty. A condition relating to materials is also reasonable and necessary in the interests of safeguarding the character and appearance of the area.
Section 07
Conclusion
For the reasons given above, having taken account of the development plan as a whole, along with all other relevant material considerations, the appeal should be allowed.
