Section 01
Development description
the erection of a single/two storey rear extension
Section 02
Decision
The appeal is dismissed.
Section 03
Main Issue
The main issue is the effect of the proposal on the character and appearance of the host building and the surrounding area.
Section 04
Reasons
The appeal property is a 2-storey detached dwelling which is in a relatively verdant residential area comprising a mix of 2-storey detached and terraced dwellings of varied design, many of which have been extended and altered. The property is set back from the street and benefits from a long rear garden enclosed by mature vegetation. It has a pitched roof with a prominent gable and bay windows at the front.
A Lawful Development Certificate has recently been issued for the erection of a single-storey extension to the rear of the appeal property1. The information before me indicates that this would have a flat roof and would extend across the full width of the main part of the house. I consider there to be a high likelihood that this development would be constructed if this appeal is dismissed and therefore I view it as a credible fall-back position to which significant weight must be attached.
The proposal would comprise the erection of a 2-storey rear extension. The ground floor element would replicate the fall-back scheme. The upper part would be set behind the line of the ground floor rear elevation as well as set in slightly from the flank walls. It would have a flat roof that would connect with the rear roof slope above existing eaves level. It is noted that the proposal follows the refusal of an earlier application for a 3-storey rear addition. 1 Application ref: 25/02701/LP
Due to its height, bulk, design, and boxy form the proposal would dominate the rear of the house and would represent an incongruous and disproportionate addition that would not adequately respect the form, appearance, proportions, or scale of the host building. As such the proposal would have an unacceptable effect on the character and appearance of the host property and its surroundings.
For these reasons, the proposal fails to accord with Policies SP4 and DM10 of the Croydon Local Plan (2018) and Policy D3 of the London Plan (2021) which, amongst other matters, seek to ensure that development is well-designed and respects the scale, massing and built features of its surroundings.
Section 05
Conclusion
For the reasons set out above, and having regard to all other matters raised, I conclude that the appeal should fail.
