Section 01

Development description

the erection of a double-storey side and rear extension following the demolition of the existing ground floor side extension.

  1. Section 02

    Decision

    The appeal is dismissed.

  2. Section 03

    Main Issue

The main issue is the effect of the proposal on the character and appearance of the host building and the street scene of [address].

  3. Section 04

    Reasons

I saw on my visit that the appeal property is one half of a semi-detached pair of houses, with No. 10 as the adjoining building on the western side of [address]. The appeal proposal is for the demolition of an existing single storey side extension and the erection of a wrap-around (for the most part two storey) side and rear extension.

The Officer’s Report essentially raises no objection to the ground floor element of the scheme but is concerned with the first-floor side addition which would extend close to the north-east boundary with No. 14. The first floor would be set back a metre from the existing frontage with a pitched roof over the projecting ground floor. There would additionally be a slight set-down from the main ridge of the property.

This set back and set down would achieve the subservience to the original dwelling as required in the Council’s policies and guidance (the Newham Local Plan 2018 and ‘Altering and [name] 2018 respectively). However, the context is that the appeal dwelling and its pair, No. 10, form part of a group of buildings of the same design and spacing in this part of the Crescent.

This group comprises 14 houses in seven pairs (Nos. 2 & 4 to Nos. 26 & 28) and although at one property a similar side extension to that now proposed has been built, the fact remains that this part of [address] still has a strong character and rhythm. This is due to the similarity of design, the symmetry of the pairs and the space between them, in particular at first floor and roof levels. I agree with the Appeal Decision Ref, 6006602 Council’s view that this development pattern should be safeguarded in the interests of visual amenity.

Applying this objective to the appeal proposal, whilst I accept that the proposed first floor would be of an acceptable design and size for the host dwelling, I consider that in this context it would draw the eye in public views along the Crescent and be perceived negatively as a disruption to the rhythm and symmetry of the [address] street scene. As such, the development would be in unacceptably harmful conflict with Local Plan Policies SP1 and SP3 and contrary to Government policy in Section 12: ‘[name] of the National Planning Policy Framework December 2024.

  4. Section 05

    Conclusion

For the reasons set out above, the appeal fails.
