Preliminary Matters

Section 04
[name]
The main issues are the effects of the proposed advertising structure and displays on local amenity and public safety.
Section 05
Reasons
The Appellant company has a contract with Islington Council for the display of Council information and there is no statutory highway objection with respect to potential danger to public safety such as might arise due to driver distraction.
However, with respect to amenity, the substantial, two-sided display structure, some 1.6m tall by 0.9m wide, would form a significant obstruction to the footway, across the Road from the frontage of the Grade II Listed Caledonian Road [name].
At the point where the display would be mounted, the footway narrows from a wider section a little further south, such that the proposed structure would occupy a large proportion of its width, being set 450mm from the kerb. Even though it would leave a space of 3.2m to the adjacent shop frontage, it would potentially disrupt the flow of pedestrians at busy times.
More importantly, the display would make a prominent addition to street clutter within the setting of the Listed Underground Station, just opposite, and would be highly visible to residents of nearby homes above the shops as well as to shoppers and passers-by.
In this context, I consider that the proposed development would give rise to an unacceptable level of adverse harm to the visual and public amenity of the immediate area, as well as posing a degree of danger to pedestrian safety due to the partial obstruction to the footway where shoppers need to circulate.
Even though the level of illumination and light pollution due to the displays could be moderated by condition, I consider that the foregoing factors substantially outweigh any benefit of the dispensation of official Council information in this location.
By way of its scale and prominent siting, the proposed advertising structure would conflict with Policies PLAN1, DH1-2, DH6 and T4 of the Islington Local Plan and D4, HC1 and T2 of the London Plan. Consistent with national planning policy, these together require advertising development to be of high-quality visual design, to avoid restricting pedestrian movement and the proliferation of street clutter and to contribute to a safe environment, whilst respecting local context and conserving heritage assets, including listed buildings.
For these reasons, I conclude that this appeal should fail.
