    Paragraph 2 · Source page 1

    Reasoning from the decision

For the reasons given above, I find that the appeal scheme would not have a harmful effect on the character and appearance of the surrounding area. Consequently, I find no conflict with Policies S1 and S6 of the Ashford Local Plan (2019) which seeks high quality design.

    30 April 2026 · Dismissed

    Development described in the decision

    Paragraph 3 · Source page 1

    Reasoning from the decision

For these reasons, I conclude that the proposed development would be harmful to the character and appearance of the area. The proposal would, therefore, conflict with Policies SP1, SP2, SOP6, HOU3a and HOU10 of the Ashford Local Plan and the provisions of the National Planning Policy Framework (the Framework). These policies seek, amongst other matters, development to be of a layout, design and appearance that is appropriate to and is compatible with the character and density of the surrounding area. These policies also seek development to respond to local distinctiveness and not to result in harm to the character of the area including the surrounding grain and built pattern of development.

    Reasoning from the decision

Further, the harm I have identified to the character and appearance of the barn and annexe buildings, and particularly the extension’s visually intrusive presence, which is apparent from surrounding wider view-points, both public and private, results in significant harm the character and appearance of the immediate local area and slight harm to the character and beauty of the [name] Area.

    Paragraph 13 · Source page 2

  3. 3345800

    27 August 2024 · Dismissed

    Development described in the decision

    a single storey front extension.

    Issue identified by the Inspector

The main issue raised by this appeal is the effect of the proposed development on the character and appearance of the host dwelling and the surrounding area.

    Paragraph 2 · Source page 1

    Reasoning from the decision

For the above reasons, I conclude that the proposed development would be harmful to the character and appearance of the host dwelling and the surrounding area. The proposal would, therefore conflict with Policies SP6 and HOU8 of the Ashford Local Plan 2019 and [name] 10 ‘[name] in Urban and [name] 2004. These policies and SPD seek, amongst other matters, development to achieve high quality design and not to result in significant harm to the overall character and appearance of the area, taking into account the surrounding built form and/or street scene.

    Paragraph 6 · Source page 2

  4. 3279648

    29 March 2022 · Dismissed

    Development described in the decision

    a second floor extension.

    Issue identified by the Inspector

The main issues in this case are the effect of the proposed development on the character and appearance of the appeal property and the area.

    Paragraph 2 · Source page 1

    Reasoning from the decision

Taking all of the above into account, and notwithstanding my finding in relation to the effect of the proposal on the appeal property, I find that it would cause significant harm to the character and appearance of the area. Accordingly, it would not comply with Policies SP6 and HOU8 of the Ashford Local Plan, adopted February 2019. These policies include that development should carefully consider, and respond positively to, distinctiveness and sense of place. It should also be suitable in size and scale and not result in significant harm to the overall character and appearance of the area, considering surrounding built form and the streetscene. In these respects, it would conflict with the Council’s guidance on extensions3, in particular sections 3, 4 and 5.
