Gloucester City Council appeal findings

Gloucester extensions, fencing and area character

The allowed example gives only its conclusion, so it does not show which design details helped.

Counted against appeals

What harmed Gloucester area character

  1. Scale, design and materials

The Inspector concluded a rear extension harmed the area and referred to scale, design and external materials fitting the dwelling and locality.

  2. Wider area, not just house

For a side extension, being acceptable on its own was not enough; the Inspector considered its effect on the wider area’s character and appearance.

  3. Visual amenity of the locality

In the fence appeal, the Inspector found conflict with requirements to respect the site and surroundings and avoid harm to local visual amenity.

Helped or needed

What the allowed appeal showed

  1. Rear extension protected area character

The Inspector concluded that the first-floor rear extension would protect the area’s character and appearance. The extract does not show which details led to that conclusion.

Your refusal notice

Check these details

  1. Does the refusal identify scale, design or materials that clash with your dwelling or street?
  2. Has the officer assessed the proposal’s effect beyond your own house or garden?
  3. What evidence shows the proposal protects the area’s character and visual amenity?

The selected extracts cover extensions, a fence and a dormer, not every Gloucester proposal type. These decisions do not predict another result.

    Paragraph 3 · Source page 1

    Reasoning from the decision

Gloucester City Council Home Extensions SPD ([name]) has been retained as interim planning guidance for the purposes of decision-taking and embodies a number of well-understood urban design principles in terms of the need for extensions to be subservient to the host dwelling and to achieve a consistency of visual presentation. Whilst the proposed extension, in itself, would not necessarily conflict with the principles set out in that guidance, it is the effect of the proposal on the wider character and appearance of the area to which I have regard.
